Congressmen Doug LaMalfa and Mike Thompson have reintroduced the Pacific Flyway Habitat Enhancement Act. The legislation aims to allow the Secretary of Agriculture to include more agricultural lands in the Conservation Reserve Enhancement Program to address wetland habitat concerns. It also encourages farmers to manage their croplands to support wetland-dependent species by permitting seasonal flooding.
Rep. LaMalfa emphasized the need for effective water use, stating, "Drought is always just around the corner, and we have to make the most of the water we get to benefit farms, people, and wildlife." He added that poor water policies can negatively impact both farmers and wildlife even during better water years. According to him, this bill supports agriculture and numerous species dependent on the Pacific Flyway.
Rep. Thompson highlighted California's role in creating wetland habitats through farming practices: "Many wildlife species rely on wetland habitat created by California’s farmers, including our rice growers." He expressed gratitude for Rep. LaMalfa's collaboration on expanding USDA support for local growers.
Kellis Moss from Ducks Unlimited praised the Conservation Reserve Enhancement Program as a tool that incentivizes seasonal flooding of croplands for wildlife benefits. He said, "Pacific Flyway waterfowl rely on these seasonally flooded agricultural lands," emphasizing the importance of continued availability of such habitats.
John Devney from Delta Waterfowl appreciated the act as an additional means to reward producers who conserve and enhance waterfowl habitats on working lands. He stated his anticipation for its inclusion in ongoing discussions about the Farm Bill and private landowner collaborations.
Doug LaMalfa serves as Chairman of the Congressional Western Caucus and represents California’s First Congressional District, which includes several counties such as Butte and Colusa.
